icons are just pointers to an app, folder or some other "object". As such, icons themselves do not get "locked"; an app or folder or whatever might be "locked".

You deleted your desktop? I'm not sure that's even possible as the desktop is the portal through which you access your Mac.
What exactly did you delete? A file? A folder?
A screenshot of the deleted item would help better understand exactly what you deleted.
To unlock a file or folder, right click, select Get Info then remove the checkmark next to "Locked"

I accidentally deleted a desktop and pulled it back out of my trash and I’m trying to make changes but it says you can’t make this change because the selection is locked. How do I fix this?
It was one of the icons on the desktop. I removed it from the trash but it is telling me I can’t make changes because the selection is locked
An icon is not the desktop: "I accidentally deleted a desktop..."
Right click the icon, select Get Info then remove the checkmark next to "Locked"
