Why is my iPhone background refresh dimmed?
I cannot click on the On button or any of the below apps to change? Please advise thank you.

Do you have Content & Privacy Restrictions in Screen Time enabled? If so you may have restricted Background App Refresh. Go to Settings > Screen Time > Content & Privacy Restrictions (enter screen time password) > Background App Activities > Allow. If the Content & Privacy Restrictions toggle is off, it means you have no restrictions enabled. See Use parental controls on your child's iPhone, iPad, and iPod touch - Apple Support.
