I’m not sure what this reoccurring charge is. I don’t believe it’s something I ordered

At some point, you evidently decided to buy additional iCloud Storage. As sberman suggests, you get 5GB of free iCloud Storage. If at some point you were running low in iCloud space, you may have bought more space in the cloud to backup data. On your iPhone, open the Settings App. Tap your name at the top, then tap iCloud. You'll see how much storage you've used out of much space you have available to you. You can then decide if you want to downgrade your Storage, or if you want to continue paying for Storage. But if you have used more than 5GB and you downgrade to the free level, you will not be able to sync anything with iCloud.
