I am trying to download 221 records from my "significant locations" log however the button isn't clickable. Does anyone know why? I have already reset my network, per some of the other suggestions but that hasn't helped. I have also restarted my phone which did nothing as well.

Location Services:
It probably restricted content. So, if you can see this info, then there are two workarounds:
A. Taking a screenshot of this list
or...
B. Or a screen recording as you scroll don through it on your screen.

I'm not so sure that it does. If you can't view it, then you can't view it. But, can you see this info on your screen? If so, that is how screenshots and screen recoding would help --they'd would be considered a workaround for this.
No, I can’t see it at all. It’s just shows me a line item saying I have 221 logs, but can’t click it. Just spent an hour going back with Apple reps and it appears they are unaware of how to solve the issue as well.
Perhaps there's no exact answer; or your question does
not match any process, to continue toward that goal?

I tried it, but it doesn’t help with my specific issue.
I spoke with Apple today and they told me it’s a known issue, but it functions as it’s supposed to.
They referred me to their privacy team😞 I doubt this will help my by my deadline, but assume this is my only option,

That information is intentionally unrecoverable. That list was too often used for abuse, and worse.
Thanks for the reply. Google has a feature that allows you to the pull the history. So I will use that going forward. I will have to await a response from Apple’s privacy team.
