Why I can't download app on my iPad mini

Check free space of your IPad in settings->general->IPad Storage. If free space is less than app needs delete some other apps. Other popular problem is old hardware/software some apps are not compatible with iOS versions under IOS 11/12. Or with chips under A9/A10 Fusion.
