It shows that your photos app is using the most storage. As shown within settings, there is other apps taking up storage. Ex: WhatsApp is taking up 4GB while photos is taking up 192GB. That is why it shows that your iPhone is out of storage. Photos is not the only thing taking up storage.
Also a variable percentage of all totals shown, might be due to use of iCloud; where the content is shared between products online. This requires management with realization of the clever and sometimes difficult nature of how to use iCloud.
And how to isolate percentages off iCloud and save them into offline storage. And turn Off and/or On this access, so you don't erase or remove anything you might want to backup off iCloud+. Because iCloud is a sharing method, not necessarily true storage at all.
