Why can’t I add the Meet App without adding payment information?
I don’t want to give payment information for this account. Does that mean I can’t use the app “Meet”?

You can download free apps, but you may need to have a valid payment method on file, even if the app you want to download is free.
Free apps has also In-app pruchase.
