Migration from High Sierra to Ventura - Relocated Items folder, PopUP??

I used migration assistant to upgrade from iMac 2009 High Sierra 10.13.6 to new iMac 27" 2020 with Ventura 13.5 and have a popup "Instruments" is damaged and can't be opened! (1), located in Finder> MAC HD/Users/Shared/Relocated Items/Security/Developer/Applications/INSTRUMENTS. Most of the files have reference to 2011, with some referencing High Sierra, and 2009 which goes along with why the files were placed ini the Relocated folder. I have looked at all of the those files and nothing relates to Ventura 13.5.1.

I placed the Relocated files (after renaming them "Old_Instruments") in the Trash can, did a reboot and the pop up 'still' showed, and in Finder it indicated that it was looking through the Trash Can deleted item.(2)

Can I Trash Can "Delete" these now outdated/unusable files?
