Why not try it and see?
Here in the US I can play Netflix movies with Safari at Netflix.com. No app required. Just have to sign in with my username and password for Netflix.
It might be because the version of Safai you have is not compatible. Give Firefox or Brave browsers a try.
Well, I waited a day or 2 and the Netflix worked just fine... I couldn't find the silver app ... maybe this was a scam ...
Thanks for trying to help...

Microsoft Silverlight perhaps?
It is outdated and no longer supported by Microsoft. Whatever you are seeing, Microsoft Silverlight is most definitely no longer required to stream Netflix movies on Safari.
