Hi Erin1207,
Thanks for using Apple Support Communities. We understand you have some questions about purchase sharing, and we're happy to help. Not all apps are sharable. You can check if the app you purchased is sharable with the steps here:
1. Go to the App Store.
2. Find the app.
3. Scroll down to the Supports section and make sure that Family Sharing is listed.
Some apps might not be enabled for Family Sharing. If you purchased one of these apps, you can see it in your purchase history, but your family members won't be able to see or redownload it.
See more about those steps here: If you can't find your family's shared content - Apple Support
Thanks.
Hi Erin1207,
welcome to the Apple (user-to-user) Community.
Re: My app I bought isn’t sharing with family
Wondering if Apple support's online article (link below) can help you help your little sister to download the app:
How to download apps and content that your family members purchased - Apple Support
Eg: says:
Open the App Store, Apple TV app or Apple Books.
Find your family member's purchases.
Tap your profile picture at the top of the screen,
then tap Purchased.
Tap your family member's name to see their content.
Find out what to do if you can't see any content or can't tap your family member.
To download an item, tap the Download button next to it.
