When i attempt to message my mate (on my macbook pro) who uses an android phone the messages wont go through, but when i use my iphone it works, ive tried restarting my mac multiple times and i dont know what to do

You can only use imessage to message other Apple devices, as a Mac alone can't send SMS. You will need to set up Forward SMS/MMS text messages from your iPhone to your Mac or iPad - Apple Support

When you send a text to a non-Apple user, it is LITERALLY forwarded through your physical iPhone.
At that moment your iPhone must be powered on, be on an active cellular access plan, and have good cellular reception.
