Refresh rate setting doesn't stay the same with dual 4K@60Hz, M1 Pro

I currently have two 4K monitors (Philips 279P1) connected through a Thunderbolt 3 dock (Kensington SD5560T) to my 16" M1 Pro from 2021, running Ventura 13.5.1.
The issue is that after having the MacBook disconnected for some time it seems to forget, that it can run both monitors at 60Hz. One monitor is connected with HDMI and will always stay at 60Hz, the other is connected with USB-C and will drop to 30Hz after some time being disconnected. When this happens, the solution seems to be to change the refresh rate of the one connected with HDMI to 30Hz, then I can set the one connected with USB-C to 60Hz - and then I can also set the HDMI one back to 60Hz. And these settings will then usually stay like this until I have the MacBook disconnected from the dock for some time.
I have tried to toggle the "Show all resolutions", rebooted, connected the monitors in different order, switched the cables (the issue seems related to the USB-C connection), and used a third party app to control the monitors (EasyRes).
Once I manage to set the correct refresh rates, everything works great. But having to plug and unplug cables and change settings every time I connect to my dock is just a bit annoying. Any suggestions on this?
