When I delete my outlook on my iPhone 11 it takes the 41G and puts it in my system folder
Will not delete outlook it stores all messages into my system folder. Even though I have deleted all messages but the last month (July)

Outlook is an app. Is that what you deleted, or did you go to Settings/Mail/Accounts and delete the Outlook ACCOUNT? Deleting an email app does not delete the email content.
