Muted bell icon on text message

What does it mean when the muted(?) bell icon (bell with line through it) appears next to a text message I have sent?

iPhone 6, iOS 12

Tap on a text message, swipe to the left.

The bell with the slash that means sound is Off.

Tap on it and the sound is On.
