I can't open my systems setting app
This is the error and when I try to open it by clicking on the icon - it does nothing. I am so confused...

Try rebooting into safemode to allow the computer to run its diagnostics and then repair many things it finds wrong.
Then after doing that boot back in your normal account and try System Settings again.
