Why can't my MacBook support photoshop cc2023?

If you’re really still running macOS 10.13, that’s too old for the current Adobe Photoshop.

If the MacBook Pro is not eligible for Big Sur, you will not be able to use this Adobe app. Whether you might have access to an older version or to an alternative app? Or to a newer (used, refurb) or new Mac?

If your Mac is running the macOS 10.13 in your tag line, then its too old for cc2023.

cc2023 requires at least macOS 11 Big Sur.

You will need to ask your college, or Adobe. It would appear your Mac requires something other than the version they are offering you.
