Why can’t I update my phone

Your tag line says that you have an iPhone 7 running iOS 15.

An iPhone 7 can run the latest release of iOS 15 – but no higher. It cannot run iOS 16.6 (the version that the linked "Apple security releases" article mentions).

MacTracker says that the latest release of iOS 15 is iOS 15.7.8, released on July 24, 2023.

The iPhone 6 can run the latest version of iOS 12 – which is currently iOS 12.5.7.

It can't run iOS 13 or higher. If you want to run a recent version of iOS, you will need to get a newer iPhone. That is, you will need to update ("replace") the hardware, as well as the software – at your own expense.
