Let’s say I am needing to proof of purchase of an old device that I have since wiped out or removed from my Apple ID account. Is there still a record of that device somewhere? I need to find some sort of proof that the devices that were stolen from me were in fact mine and purchased by me.

This may not actually be helpful as I believe serial numbers are masked in these requests but you may be able to request Apple.com and Apple Stores data associated with your Apple ID as a Data & privacy request. If you did not provide your Apple ID email address for an Apple Store purchase it would not be included. Also, if you ever used a different Apple ID that was deletes you will not be able to request data for that Apple ID.
I do not know how long Apple retains this data so this may not include every Apple device that you have purchased.

Download a copy of your data from Apple apps and services, which may include purchase or app usage history, and data you store with Apple."
You would want to request Apple.com and Apple Store activity > Transaction history. The files that may contain the information you need would be Apple Store Receipts.csv and Online Purchase History.csv.
