That is a true statement. You cannot “import” photos from an iPhone to an iPad. You must sync them with iCloud. If both devices are logged in to the same Apple ID go to Settings/[your name]/iCloud and turn on the switch for iCloud Photos. Do this on both devices. If they have different Apple IDs turn on photos on the iPhone, then share them with the 2nd Apple ID.
You can also text them or email them if the Apple IDs are different.
