My partner updated her her 5th generation IPad to ios 16.6 and now the maximum volume is super quiet, even when played through an external speaker (with the speaker's volume turned up to max).
What can she do to bring the correct volume levels back?

Is the volume happening in a particular app? To check you can use other apps that have audio such as the Podcast app or playing a trailer in the TV app.
If it only happens in one app, check if there is a Settings > [App] for it as well as settings within the app to see if there are settings for volume. You may need to contact the app developer for help How to contact an app developer.
If it is happening in multiple apps, as it happens with different outputs, look at the iPad's system settings.
