“Lockdown mode blocked focus sharing” notifications when focus mode is disabled

Can anyone tell me why these notifications appear? I only receive them when iMessage is enabled, lockdown mode is on permanently (and I’m not switching it off). Previous posts for this topic from other people haven’t actually answered this question, just given theoretical answers. Does anyone actually know the reason these notifications pop up? Thanks
