Notifications are sent to all devices sharing the same Apple ID. If an iPad and an iPhone and a Mac are all signed into the same Apple ID, then notifications will occur across all. Sharing an Apple ID ends badly for this and for other reasons, too.
If you are not knowingly sharing an Apple ID, then yes, you might have an issue.
