iCloud Calendar Subscriptions not syncing

Thanks for posting in Apple Support Communities! Since you're not seeing your calendar subscriptions, these suggestions may help from the article Use iCloud calendar subscriptions:

• "Check that your iOS device and Mac are signed in to iCloud with the same Apple ID.
• If you visit iCloud.com or are using Microsoft Outlook, you won't see your subscribed calendars updated with iCloud.
• If you restore your calendars from iCloud.com, you'll need to subscribe to your calendars again."

Why would this not work with iCloud.com? As in, is this just Apple punishing those of us who don't have a Mac ? Super annoying and frustrating. And it's the type of thing that makes me want to switch from being an iPhone user...I can't afford a Mac.
