unknown calls go straight to voicemail and I have no spam blockers

I removed Active Armour because all calls (even those expected but not in my call log) were going straight to voice mail. I verified all phone settings allow all callers and had AT&T try to fix this. All calls not in my contacts still go straight to voice mail.
