How to backup Iphone 13 when it's restarting every 3 minutes?

I have Iphone 13 pro max few months old which has a problem with restarting loop.

When I open some app or something is working in the background, like icloud syncing or backup, the phone is restarting. That happens again and again and again...

I was reading that there could be a lot of different reasons for this. I tried hard reset, removed some apps, restored network settings to default and nothing changed. I checked the analytics with logs and there is panic_log but i don't understand it and i went to the store because the phone is under warranty.

The local store said that they will send the phone to authorized apple service center but first i need to get my data from phone which is not backup. They don't bother about this and said that they are just changing screens, nothing else.

The problem is that I can't backup 60-70gb of pics and videos while the phone is restarting.

Is there some way to access something like a safe mode and get all the pics on pc ?

Btw when all this started the storage was almost full, 128gb, i removed a lot of stuff but that won't help also...

Can you please help me with my issue of getting the data out of the phone or solving this restart issue?
