A member of my family created a family share on her iPhone. I have been invited but did not accept the invite, didn't see it. The invite has now expired, can you re-send a the invite from the same Iphone to the same person?

Read the section: "Invite people to join your family"
and at the very bottom:
"Remember, you can only join one family at a time, and you can only switch to a different family group once per year."
