All photos on iphone XR being seen as new during import to PC when they have already been imported previously

The import process looks like it was changed during last update (16.6)and now the system wants to import all 1250 photos from my iphone instead of just 6. This happens every now and then and is so annoying as my PC now has so many duplicates. How can I tell it that all of the photos have already been imported
