Is there a way to force Mac to enter charging hold mode

My Mac does not seem to be consistently entering battery save mode. That is, it only rarely goes to a 'charging on hold' status. Is there a way or a sequence of events to go through to cause the make to enter the charging on hold state? I almost entirely use the computer while it is connected to power. I have a MacBook Pro 16 M2 Pro running Ventura 13.5

Turn on battery optimization and leave it on.

The battery and its charging circuitry will take far better care of itself than human micromanaging ever will.

Until the system learns your charging habits it won't fully charge the battery. Once learned it will go to 100% and thereafter maintain itself. Give it a couple of weeks maybe.

It's not harmful to the battery or the computer to have the charger attached and working 24/7. Again, the charging circuitry will handle the details.

I have it turned on and it has been consistently left on. It has been well over a couple of weeks. Does having external monitors (dual) connected to the laptop have any impact? It was working well months ago. I have toggled the setting off and then back on weeks ago to see if that made any difference.

All peripherals have the capacity to increase battery drain as they all are attached to the Mac and are being serviced by the Mac.

But their being attached does not change how the battery and its circuitry work in concert to maintain the battery. If the attached devices are having a major impact on the battery drain, then the charger will work harder and longer.

You can't change the design of the battery and the circuitry. It is what it is.

What exactly is not working "well" now that "was working well months ago"?

The simple fact is, until something actually fails, there's nothing to do. It may not be working the way you feel it should, or as well as you feel it should, I get that. But until it breaks there's no "fix" needed. You can't alter the basic design of the battery and its charging devices.

You may can get a "fast charging" charger, but I have no idea if it's appropriate for what you think is not working "well".

Maybe others have more suggestions.
