Apple Watches can only be paired using an iPhone through the Watch app, as they were originally designed to be iPhone accessories. You can, however, use Family Setup to setup an Apple Watch for a family member; however, at least one family member needs an iPhone. Then, the location of the family member, as well as the family members' devices, can be tracked using the Find My app (or Find People and Find Devices on Watch).

If you mean Find My, after your iPad and Watch are set up, Find My should be enabled manually. If not, see here: Set up Find My on all your devices. Then, you can use the Find My app on your iPad, the Find Devices app on your watch, or iCloud.com on another device to locate your devices.
