While there is not an option to lock or disable Apple Pay specifically, you can use Screen Time to disable the Wallet app entirely.
1. Go to Settings> Screen Time.
2. Tap Content & Privacy Restrictions, then turn on Content & Privacy Restrictions.
You can also set a passcode that’s required before changing settings.
3. Select options to set content allowances for iTunes Store and App Store purchases, app use, content ratings, and more.
From the Content & Privacy Restrictions menu, you'll want to tap on Allowed Apps and then toggle the option for Wallet to the off position.
