Unable to setup Apple Cash

When attempting to setup Apple Cash from wallet, I keep getting the message "Two-Factor Authentication Not Turned On - an error occurred while setting up two-factor authentication". The problem is, when I go into settings->my name-->Password & Security-> Two-Factor Authentication says "On" and it's grayed out so I can't turn it off. I've tried for 2 days trying to call Apple Support, but they don't call me back or answer emails. Someone sent money to my Apple Cash and I cannot access it. Any suggestions?
