My Mac freezes when I try to set up family sharing. All I get is a white pop-up window.
I am also unable to set up family sharing through my iPhone. When I try, I get a message that my email address is "already used for shared purchases" in my family name and then says I should request an invitation from myself to join family sharing.

If we understand correctly, when you try setting up Family Sharing, you get an alert that your Apple ID is already in use for shared purchases. Based on that, it sounds like you already set up Family Sharing. We recommend starting with this resource so you can Manage Family Sharing settings.
Regarding the Mac, this is a good general guide for how you can Set up Family Sharing. While we're unsure from your post if you have already set it up successfully, you could try booting into safe mode to see if that helps to rule out possible software causes for the blank window: Start up your Mac in safe mode - Apple Support
