Troubleshooting Activation Lock:

I. Locked with Fin My:

Is this a previously-own device? IF so, it was locked by the owner using Find My. So, you will never be able to get in to it, unless the log out of it themselves. This is the site the sell er should have used prior to selling it to you: What to do Before you Sell, Give Away, or Trade in your iPhone or iPad - Apple Support. The seller should have known better.

II.Troubleshooting Cellular:

A. Install a Cellular Update:

It might be prompting you for a cellular update to install. So, go here for that. Update your carrier settings manually on your iPhone or iPad - Apple Support

Also...

B. "No Service":

Is "No Service" shown on the top-left corner of your screen? If so, go here to fix that: If you See No Service or Searching on your iPhone or iPad - Apple Support
