Is it possible to open iTunes or photo library when encripting file vault at the same tlme???
Cause my encription is on process while trying to open iTunes and photo library but it kept on giving me error, and can't even have any app downloaded from the apple store. Need help

If you have those items syncing to iCloud, then maybe it is unable to process them due to the changing status of the drive data. I know that Disk Utility and data recovery apps are unable to do anything with the file system while Filevault is encrypting or decrypting a drive. I'm not sure how iCloud file syncing may work in relation to the file system when encrypting/decrypting.
Otherwise, I agree with @The_Knowledge_Seeker, that Filevault should not be causing any problems.
As far as I can recall, FileVault runs in the background and shouldn't stop you from running anything else.
