My device is sim locked
I had formatted it earlier and it went back to sim locked
iPhone 13 mini, iOS 16

See these circumstances:
Unlock 1 = SIM not supported:-> How to unlock your iPhone for use with a different carrier - Apple Support
Unlock 2 = SIM PIN:-> Contact your carrier asking them for your SIM PUK code
Unlock 3 = Activation Lock:--> How to remove Activation Lock
If you mean something different, please better specify "how" it is locked.
