I cant log onto my icloud on my PC
when I go to www.icloud.com it tells me it can't connect to the server

Troubleshooting:
Make sure your Windows PC is up to date.
Update to the latest version of iTunes
Update to the latest version of iTunes for Windows 10 – Apple Support (UK)

If they are On, turn Off Hotspot & VPN.
Disable all AV & Firewalls temporarily.
