Mobile calling not response, automatically jumps into recently opened app

I’m a iPhone 14 user. While changing network from Wi-Fi to mobile data or switch to offline and try to make a call, it automatically jumps into recently used apps like Instagram or WhatsApp. It happens frequently. Hope iPhone community helps me to solve this issue.
