I was disabled from the App Store.

I was disabled from the App Store. I am on Medicaid I might’ve accidentally added apps to my phone without realizing, and then when I got the bill on my card I canceled them because I didn’t know I actually bought them. I always thought I had to click the side two times to add it to my card can I be able to get back into the App Store I am blocked Thank you.
