My phone is not syncing with iCloud files.
i have files on my Macbook - synced with iCloud there but not all syncing on the phone.

Based on the article you have visited, you have been correctly searching the Files app on your iPhone for synced iCloud content.
Using a different Apple ID on your devices could cause what you have described. Have you verified the same Apple ID is being used on both your MacBook and iPhone?
If the answer is yes, see if there is a difference if you connect your iPhone to a new Wi-Fi network or cellular data. Does changing networks allow the iCloud content to sync?
If the issue continues after this, let us know if the files are syncing to iCloud through a computer's browser.
