That looks like an extremely old version of macOS so it is not surprising it won't connect.


First make sure the current OS is completely up to date with all patches installed. For older versions of macOS, I believe there was a separate Software Update app, or it may be located within the System Preferences.


Try using a third party browser if you can download & install it. I think your OS is too old to support most current versions of browsers, so you may need to download a slightly older version compatible with your current OS (some third party browsers may allow this....whether they will be able to connect to Apple's website is not guaranteed since the web has changed a lot even in just a few years).


Even with the OS completely patched, the OS may still be too old to connect. In that case we need to know the exact model of this Mac and current version of macOS installed. You can get this information by clicking the Apple menu and selecting "About This Mac". Unfortunately (2013) is not specific enough since there is an Early & Late version which can utilize different versions of macOS. It is always important to include this exact information whenever asking for assistance. Please read the article @ku4hx linked since it helps to have better & more accurate responses. Many people, myself included, may not respond to threads where not enough relevant information & details is presented....it can depend on my mood and how much time I have to respond.


Once we know the exact model and current OS used, we can offer suggestions for upgrading the OS so you can connect to the App Store or to connect to the website. In the mean time, you should be able to at least upgrade to macOS 10.11 El Capitan. This OS may be needed anyway before you can upgrade to any later versions. macOS 10.11 is available from outside of the app store so any computer can download the installer. You would need to then transfer the installer to this 2013 MBPro so you can extract the real installer. I highly recommend you create a macOS 10.11 USB installer first before trying to upgrade macOS so you have more options available in case something goes wrong.


Since you just acquired this laptop, I highly recommend you perform a clean install of macOS by first erasing the whole physical SSD before reinstalling macOS. This way you know the laptop has a factory fresh OS free from any nasty surprises that may be lurking from the previous owner. Even if the previous owner did this already, it will also allow you to find out whether the laptop has a firmware lock enable, or whether the laptop is still being managed by a previous owner (both are bad...meaning the laptop should be returned for a full refund).


I wouldn't perform the clean install until after you upgrade the OS on this laptop to at least macOS 10.13+ so that you will get access to Internet Recovery Mode (Command + Option + R) which will give you access to the online macOS installers which can give you more options if something goes wrong. I would still have a good bootable macOS USB installer handy as well just to be safe with more options.
