Can’t access phone number or email for recovery

Can’t use the phone number anymore and the Gmail account password was changed as well and I can’t regain access to it cause it send a verification code to the iCloud account

iPhone 14 Pro Max, iOS 16

If you no longer have access to your trusted phone number, you may be able to get a verification code using Settings on a trusted device instead. This resource has more details on that process: Get a verification code and sign in with two-factor authentication - Apple Support

I actually have my iPad and it’ll give me a verification code but Apple is saying cause the account is locked it won’t work unless the code comes from a text or email. I’d use my email but when they changed up settings in my phone that got stolen I no longer have access to my Gmail and the recovery for that is the number or the iCloud I’m at a complete loss
