Tapping on Edit Home Screen will not let me just place an icon where I want, it shuffles everything else.

That is how it works. If you place an app in a row that is already filled, it will push the other apps to make room for it.
There is a Widget in the upper left corner that covers the top half of the screen (Weather). I want the icons to be in rows below that but they start out with two rows to the right of the widget.
You can change the size of the Widget to fill the screen, then the apps will appear below the widget. When choosing the widget size that only covers half of the screen, then Apps will fill the other half like you are seeing now.
Re-arrange icons on home screen. When I move one, others shuffle around.
