New Apple ID cannot be verified

My family has an old iPhone 6 Plus which was not in use for a while. I updated the iOS to V12.5.7 (which I believe is the highest version it can support), and then I tried to set up a new Apple ID on it. I got the verification text & emails, but after entering the correct codes it said the new account cannot be verified. Not sure what was wrong.

  2. Have you had the chance to complete the process using a different Wi-Fi network?


If you answer yes to both questions, we recommend that you try to create a new Apple ID on our Apple ID page to further isolate the issue.
