When following @Grant's suggestion to run First Aid from Recovery Mode, make sure to run First Aid on the hidden Container. Within Disk Utility you may need to click "View" and select "Show All Devices" so that the hidden Container appears on the left pane of Disk Utility. Also, even if First Aid says everything is "Ok", click "Show Details" and scroll back through the report to see if any unfixed errors are listed. It is the unfixed errors which can cause problems. Also, if you have trouble booting into Recovery Mode using Command + R, then try Internet Recovery Mode using Command + Option + R instead so it bypasses the local recovery partition on the internal SSD.
FYI, First Aid won't run if Filevault is still decrypting the drive. Even though it is an SSD, it can still take a little bit of time for the process to complete.
If running First Aid does not allow you to boot normally or into Safe Mode, then you can try accessing the data by putting this laptop into Target Disk Mode and connecting the laptop to another Mac to attempt to access the data.
When trying to boot into Safe Mode or any other special mode like recovery mode or Internet Recovery Mode, you need to press & hold the key(s) immediately after hearing the startup chime....you may even need to use a wired USB keyboard. Pressing the keys too soon may result in the keys not being recognized (doesn't happen all the time, but enough that it is a concern if you cannot enter the desired mode). Waiting more than a second after the startup chime will likely result in the keys not being recognized as well.
Try running the Apple Diagnostics to see if any hardware issues are detected.
Do you have the Touchbar or non-Touchbar model?
FYI, people should always have frequent and regular backups of their computer and all external media (including the cloud) which contains important & unique data. macOS includes Time Machine for free so users can backup their Mac.

So you have a MacBook Pro 13" (2017) model without a Touchbar. I'm hoping the SSD is not failing here since the SSD in this model has a high rate of failure. The usual symptom is the physical SSD completely disappears when powering on the laptop or waking the laptop from sleep. The SSD just needs more time to go ready.
So maybe try Option Booting the laptop.....this is when you hold the Option key immediately after hearing the startup chime when powering on the laptop. While the firmware is searching for bootable volumes, it may give the SSD enough time to go ready so the firmware can identify a bootable volume. If you see the internal boot drive as an option on this Apple boot picker screen, then select it to see if it will boot....you can also enter Safe Mode from this screen by holding the Shift key as you click on the boot volume here.
When booting into Safe Mode, make sure to hold the Shift key until you get to the login screen. Then as soon as you submit your password to log in, make sure to immediately hold down the Shift key again....this is in case Filevault is still enabled & decrypting. You want to hold the Shift key until you see "Safe Mode" or "Safe Boot" in read letters near the top corner of the screen.

If Safe Mode does not work, then no.
Just curious, how long does it take to reach the login screen? If it boots quickly to the login screen, then it means that Filevault may not be finished decrypting yet.

You should have had backups since that would help to simplify things to resolve the boot issues. macOS includes Time Machine backup software for free. If you don't have a backup, then it means we have to proceed much more carefully and you have a lot fewer options to get this laptop booting again. It may also mean that you may need to take the laptop to a local tech for assistance on recovering your data, or perhaps even a professional data recovery service if basic methods to access the data don't succeed.

You will need access to another Mac, preferably running the same version of macOS as this laptop since that would be easiest & give you more options such as running First Aid on the volume. You should be able to use any Mac running macOS 10.13+ (possibly even 10.12.x), but it may be a bit more work mounting the correct volume and locating the data. Putting this laptop into Target Disk Mode basically makes this laptop appear as an external drive when you connect it to another computer.
Another option would be to install macOS to an external USB3 drive, so you can boot from the external drive to try to access the data on the internal SSD (or try to check & repair the file system on the internal drive).
That message is confusing. When you see that exact screen, your computer restarted AT THIS MOMENT because of a problem, not long ago.
You entered your password, THEN your computer crashed and has to Restart.
Try using safe mode, by holding the shift key at startup. This will perform a disk repair during startup, so it takes a few minutes longer. No third-party add-ons are loaded in safe mode.

changing the setting for decryption takes about a minute.
But what they don't 'club you on the head' with is that the actual process of encrypting/decrypting a drive will take place in the background, over many hours, and possibly not complete for a day or more. This background process only make progress when your Mac is not overly busy, and when it is awake.
You can use your Mac for most purposes while it is transitioning, and it will compensate. There are a few things you can NOT do until it complete, including change your mind, and install new software.
