While you may need to reach out to Apple Support regarding this, we first want to see how we can help by learning more about what's happening, along with ruling out some basics:
- If you tap upon the 'Settings' option in your Screen Time settings, it should show more details. What shows when you do this?
- Have you been using the Settings app more often over the last 24 hours than in the past?
- Since you have a compatible iPhone model, the latest version is iOS 16.6. You can verify this within Settings > General > About. In case you needed it, this link shows how to first back up, then update: Update your iPhone or iPad
