Is there a way to recover ALL of my data from a swapped phone if my iCloud storage was full at the time of service?

I was in Apple Manhattan Village 2 times because I have Apple Care and I was looking to repair my phone screen iPhone 13 pro max, and technical didn’t want yo fix that they giveme another iPhone, so now I lose my passwords, photos, and important information saved in my old phone, the people working in that store, don’t giveme the options, and the iCloud in that account that was full because I used the same iCloud for couple years.

Recovering Data After Trading this in:

No. If it was never backup, then it is unrecoverable. All that can be recovered is what was already in iCloud. So, enable items in iCloud Settings (i.e. Photos), and it whatever is there, be accessible from within the app itself on the other device.
