Recovering Data After Trading this in:

No. If it was never backup, then it is unrecoverable. All that can be recovered is what was already in iCloud. So, enable items in iCloud Settings (i.e. Photos), and it whatever is there, be accessible from within the app itself on the other device.

Do you have a backup? If not, you can only download the data that was saved on iCloud until it was full. Once you set up the new phone, you should be able to sync your iCloud data with the new phone. See Set up iCloud Drive on all your devices - Apple Support. Sorry there isn't a better option.
