The HP Photosmart C4280 seems to be a retired product, with drivers for old Mac operating systems only.
There is an HP 5.1.1 Printer Software Update from Apple, but the system requirements indicate that it is not compatible with macOS 12 Monterey and newer. Otherwise, an HP Photosmart C4200 series driver version 5.0.5 is listed in the referenced article Printer and scanner drivers for Mac - Apple Support. Any attempt to use this update with macOS 13 Ventura would be entirely experimental. It may not even open/install.
As always, make sure that you have backup copies of all important files before testing anything.
