Apple doesn’t explicitly list error #4041, however, 4000-series errors are often associated with the host computer having difficulties contacting Apple’s servers. Communication difficulties of this nature are often linked with Anti-Virus and/or firewall software running on the host computer.

Just thought i'd share my experience as none of the apple forums or apple support could help me here. I did everything in support and tried multiple cables but my iPhone 12 mini remained in a reboot loop with a 4041 error on my macbook. I had also updated my OS to the latest and tried again to no avail.
In the end I tried doing a restore/update on an old iMac that I had, that still had iTunes on it. To my surprise it actually worked! It seems like my old phone needed an old OS to make it work.
