We understand that you're unable to access any websites on your iPad.
How is your iPad connected to the internet? Do you experience the same behavior if you connect your iPad to an alternate network?
If so, you can clear Safari History, restart your iPad then test Safari again as outlined here: Clear the history and cookies from Safari on your iPhone, iPad, or iPod touch - Apple Support
"Delete history, cache, and cookies
When there's no history or website data to clear, the setting turns gray. The setting might also be gray if you have web content restrictions set up under Content & Privacy Restrictions in Screen Time."

I had previously tried that without success. Recently there was an update to iPad OS that I hoped would help but did not. There a few apps that also appear to be affected.
Maybe it is time to update - this is an iPad Air 2 with a few years on it.
