Probably the PDF file is which on your Files app belongs to a cloud drive which is not enabled on your iPhone.

Either you have logged out from iCloud Drive on your device or yet to Set up iCloud Drive on your iPhone.

If you had those files on other Cloud Drives (iCloud Drive, Google Drive, OneDrive, DropBox, Flickr, box, AmazonDrive, Adobe Creative Cloud etc) Then please log into them before you can access those files on Files App.
